I need windows media encoder version 7.1, because 9 is incompatible with my tv tuner. Can someone point me in the right direction?

Here is version 7.1 http://www.fileforumz.com/downloads/file... If you go there from here of course you ll need the latest version of Yahoo tools but I m sure you already have that anyway. Good Luck!
