Ribbon UI in Windows 7 vs Office 2007? -

Why is the Ribbon UI different (i.e. paint and wordpad) in windows 7 as compared to Office 2007. Has Microsoft decided not to follow their own long and detailed requirements for making Ribbon UI apps?

The Ribbon interface is exactly the same as it is in Office 07.
